It is not just companies on the free market that have to ensure that their software is legally licensed. Government authorities need to do this too. More and more software producers are exercising their right to demand a complete account of the current licensing situation at national government authorities.

The German Federal Government has had to stay abreast of these changes. In June 2008 a bill for the implementation of an improved IT infrastructure in the German government was passed, which is intended to create the necessary conditions for a sustained economical and flexible use of IT in the German Federal Administration by 2011.

Multi-departmental license management forms the core of the implementation plan.
